What is this service?
Google Play Console (play.google.com/console) is the developer dashboard for publishing Android apps: you upload your app bundle, manage releases and testing tracks, read crash and install reports, and set your app’s pricing.
To open a developer account you pay a one-time $25 registration fee through Google Payments, then complete identity verification. There is no monthly fee — Google instead takes a service fee (15–30%) on what you sell.
That $25 charge goes through the same Google Play billing category that is restricted on Mehbit cards, so a direct card payment does not go through.
Why is payment hard?
Many local bank cards are not authorized for international SaaS billing. Services process payments through Stripe on international rails, so domestic-only cards are often declined even when you have sufficient balance.

Why is my card declined in Google Play Console?
It is a category block, not a balance or region issue. Google Play purchases — including the developer registration fee — are restricted on these cards, so the authorisation never goes through, no matter how much balance you add.
Do other Google services work with a Mehbit card?
Yes. Google Cloud, Google Ads, and Google Workspace are payment-tested and work normally with a Mehbit virtual Visa or Mastercard. Only Google Play — store purchases, in-app purchases, and the Play Console fee — is blocked.
Is Google Play Console a subscription?
