What is this service?
Azerbaijan issues its electronic visa through the ASAN Visa system on the government portal at evisa.gov.az. The whole process is online: you fill in the application, pay the fee by card, and receive the visa by email as a PDF.
Because there is no embassy step, the card payment is the one place the process can stop for a reason that has nothing to do with your application. The portal bills through an international card processor, and local bank cards are declined there.

Why is payment hard?
Many local bank cards are not authorized for international SaaS billing. Services process payments through Stripe on international rails, so domestic-only cards are often declined even when you have sufficient balance.

Does paying the fee mean my visa is approved?

Why was my card declined by the Azerbaijan e-visa portal?
The usual causes are an insufficient balance at the moment of payment, a billing name that does not match the card, or paying the urgent fee from a card funded only for the standard one. Local bank cards are also declined outright because the portal bills through an international processor.
What if I cannot get the payment to go through at all?
Request a proxy payment in the Mehbit app. Tell us the fee and your application details, we pay the portal from your USDT balance, and you avoid the repeated failed attempts that can lock an application on some government portals.
Tips
Fund the card before you begin the application rather than at the payment screen, so you are not topping up against a session timeout with a completed form waiting.
Azerbaijan offers standard and urgent processing at different prices. Decide which you are paying for before you load the card, because the urgent fee is substantially higher and a card funded for the standard fee will be declined for it.
Load the fee plus a small buffer for currency conversion. The charge may be converted before it reaches a USD card, moving the final amount by a few percent.
Match the billing name to the name on your Mehbit card. A mismatch between the applicant and the cardholder is a common cause of a decline on a card that is otherwise perfectly valid.
Do not retry a declined payment repeatedly — some government portals lock an application after several failures. Check the balance once, and if it still fails, request a proxy payment in the Mehbit app.
