PayPal is a payment layer rather than a service you subscribe to. Thousands of sites offer it as a checkout button, and behind that button a card is still charged — either a card saved in your PayPal wallet, or one entered as a guest at the PayPal checkout page.
That distinction matters for anyone paying from Iran or a similarly restricted country, because two different things are often confused. One is whether PayPal will accept your card. The other is whether PayPal will let you hold an account in your country. They are separate questions with different answers.

Why is payment hard?
Many local bank cards are not authorized for international SaaS billing. Services process payments through Stripe on international rails, so domestic-only cards are often declined even when you have sufficient balance.

Does PayPal accept virtual Visa or Mastercard?
Yes. PayPal processes cards through a standard international processor, so a reloadable virtual Visa or Mastercard with 3-D Secure is accepted like any normal international card. Single-use gift-card BINs may be rejected, but a proper reloadable card works.

No, and we will not claim otherwise. PayPal decides which countries can hold an account, and it checks the IP address, phone number, and identity behind a signup — none of which a card changes. A Mehbit card solves the payment step, not account eligibility. Where a merchant offers PayPal guest checkout, you can pay by card without an account at all.
What is the $1 charge from PayPal on my card?
That is a card-verification hold, not a purchase. PayPal authorizes about $1 when you attach a new card to confirm it is live, then releases it. The card does need available funds at that moment, so top up before you add the card.
Why was my PayPal payment declined?
Check which side refused it. If the message is about the card, the usual causes are insufficient balance or billing details that do not match the card. If the message is about your account, region, or a risk review, the card is not the problem and retrying will not help — use a Mehbit proxy payment instead.
Does PayPal accept cryptocurrency?
You cannot fund a PayPal payment with crypto you hold elsewhere. With Mehbit crypto is used only to fund the card — deposit USDT, then pay through PayPal with the resulting Visa or Mastercard, or request a Mehbit proxy payment.
Tips
Prefer guest checkout when the merchant offers it. Paying as a guest with a card avoids PayPal account eligibility entirely, which is the part a Mehbit card cannot help with.
Expect a roughly $1 verification hold when you attach the card to a PayPal wallet. It is an authorization, not a charge, and it is released — but the card must have funds available at that moment or the card will fail to attach.
Do not attempt to open a PayPal account in a country where PayPal does not offer accounts. A funded card does not make an ineligible account eligible, and a rejected signup can cost you the account permanently.
Match the billing name and address on the payment form to your card details. PayPal runs AVS and 3-D Secure checks, and mismatched billing information is a common cause of a declined card that is otherwise fine.
If a payment is refused and the message points at your account rather than your card, stop retrying and use a Mehbit proxy payment. Repeated failed attempts against a flagged PayPal account make the situation worse, not better.
